What is MPSC?
MPSC stands for Maharashtra Public Service Commission. It is constituted under Article 315 of the Constitution of India and under Article 320 of the Constitution, the Commission carries out the work of recruitment and counseling. Eligible and quality candidates should be recruited in the administration, there should not be any confusion. To this end, the Constitution has made a clear provision in the Constitution for the recruitment of administrative services, the responsibility of conducting competitive examinations has been entrusted to this constitutional body.

Competitive examination is conducted by the Public Service Commission for the following services –

1. State Service Examination
2. Maharashtra Forest Service Examination
3. Maharashtra Agricultural Service Examination
4. Maharashtra Engineering Service Group A Exam
5. Maharashtra Engineering Service Group B Exam
6. Civil Judge, Junior Level and Magistrate, First Class Examination
7. Assistant Motor Vehicle Inspector Examination
8. Sub-Inspector of Police Examination
9. Sales Tax Inspector Examination
10. Assistant examination
11. Clerk-Typist Exam

Through the State Service Examination, a single examination is conducted for the following various posts in the State Government Service, Gazetted Group ‘A’ and Group ‘B’ category. Students are selected for the following posts in the state service (from the entire process of pre-examination, main examination and interview).

1. Deputy Collector (Group A)
2. Deputy Superintendent of Police / Assistant Commissioner of Police (Group A)
3. Assistant Commissioner of Sales Tax (Group A)
4. Deputy Registrar, Co-operative Societies (Group A)
5. Deputy Chief Executive Officer / Group Development Officer (Group A)
6. Maharashtra Finance and Accounting Services (Group A)
7. Chief Officer, Municipality / Council, Group A.
8. Superintendent, State Excise (Group A)
9. Tehsildar (Group A)
10. Assistant, Regional Transport Officer, (Group B)
11. Maharashtra Finance and Accounting Services (Group B)
12. Room Officer (Group B)
13. Group Development Officer (Group B)
14. Chief Officer, Nagarpalika / Nagar Parishad, (Group B)
15. Assistant Registrar of Co-operative Societies (Group B)
16. Deputy Superintendent, Land Records (Group B)
17. Assistant Commissioner, State Excise, (Group B)
18. Deputy Tehsildar (Group B)
19. Revenue Service

Deputy Collector:
This is the highest position in the state service. Appointment to this post is made through promotion and direct service admission and after 10 to 15 years of service one can get admission in Indian Administrative Service through promotion.

Appointments – Sub-Divisional Officers, Deputy Collectors of various Departments, Resident Deputy Collectors. Nature of work
As follows-

1. Maintaining peace and order in the sub-division while working as sub-divisional officer, revenue collection, working as election officer etc.
2. While working as Deputy Collector of various departments, to complete the work related to that department and to keep the information up to date.
3. Coordinating the senior and junior offices while working as a resident deputy collector and maintaining coordination in the district administration in the absence of the collector.

 Tehsildar:
 Selection for this post is done through State Service Examination (MPSC). The state government appoints one tehsildar for each taluka. The nature of work of Tehsildar is as follows –

1. Tehsildar carries out all the work related to revenue collection and administration in the taluka. Tehsildar has been given quasi-judicial powers for recovery of revenue.
2. As the Taluka Magistrate, the Tehsildar has the judicial power to maintain peace and order.
3. Disaster Management, Compensation, Implementation of Government Schemes, Decisions on Land Records etc. Tehsildars are also carrying out their responsibilities.

Deputy Tehsildar:
Under the Maharashtra Land Revenue Act, 1966, the State Government may appoint one or more Deputy Tehsildars for each taluka. The Deputy Tehsildar has to do the work that the Tehsildar has to do. The nature of the work is as follows-

1. Decisions taken at Tehsildar level are implemented by Deputy Tehsildar.
2. As a revenue officer, the Deputy Tehsildar has to carry out the tasks of revenue collection, issuance of non-agricultural licenses, etc. along with issuing caste and residency certificates.
3. Some judicial powers have been given to the Deputy Tehsildar as a magistrate to maintain peace and order.
4. Deputy Tehsildar acts as a quasi-judicial officer in revenue work.

 Maharashtra Police Service:
The highest post of selection in the state service is Deputy Superintendent of Police or Sub-Divisional Police Officer. The nature of work of the Deputy Superintendent is as follows-

1. -Investigating serious crimes.
2. DYSP is responsible for controlling and training of subordinate police personnel. For this, they inspect all the police stations and outposts once in a year.
3. The DYSP has the authority to maintain peace and order and in some cases to issue licenses.

Maharashtra Finance and Accounting Services: –
The Maharashtra Finance and Accounts Service was established in 1965 on the lines of the Central Government with the objective of providing trained officers to perform accounting and financial responsibilities in various departments and corporations of the Government. The Director of the Directorate of Accounts and Treasury, established in 1962, is the head of the Accounts Department. Officers from the Indian Administrative Service are appointed to this post.

The candidates for the posts of Finance and Accounts Service Group A and B are selected from the State Service Examination and these candidates are appointed to the posts of Treasury Officer / Assistant Director and Additional Treasury Officer / Deputy Chief Accounts Officer respectively.
